The Charter of the International Commercial Dispute Prevention and Settlement Organization

CHAPTER I GENERAL PRINCIPLES

Article 1 The International Commercial Dispute Prevention and Settlement Organization (hereinafter referred to as "ICDPASO") is an international, non-profit social organization voluntarily formed by commercial institutions, trade associations, legal service agencies, academic and research institutions together with other entities from countries around the world.

The official English name of the Organization is International Commercial Dispute Prevention and Settlement Organization, abbreviated as ICDPASO.

Article 2 The purposes of ICDPASO are to provide diversified services for international commercial activities, ranging from dispute prevention to dispute settlement; to protect the rights and interests of parties equally through extensive consultation, joint contribution, and benefit-sharing; to enhance the efficiency and fairness of commercial dispute settlement; to safeguard and promote the liberalization and facilitation of global trade and investment, and to support the establishment of a more open, just, and sustainable international economic governance system.

Article 3 The domicile of ICDPASO is in Beijing, the People’s Republic of China.

Article 4 ICDPASO shall comply with the laws and regulations of China and other countries or regions where it conducts activities, and shall respect local customs and practices.

CHAPTER II SCOPE OF BUSINESS

Article 5 ICDPASO shall conduct the following activities in the field of International Commercial dispute prevention and settlement:

(1) providing, in accordance with law, International Commercial dispute prevention and settlement services, including publicity and training, dialogue and consultation, compliance development, early warning and precautionary measures, promotion of standard contracts, diversified dispute settlement, and other related services;

(2) organizing international conferences and forums, establishing platforms for information exchange and sharing, and discussing emerging issues in the field of International Commercial law;

(3) collecting and compiling opinions, suggestions, concerns and requests in the field of International Commercial dispute prevention and settlement, and participating in international affairs such as discussions on issues and the formulation and revision of rules by relevant international institutions or organizations;

(4) publishing statistical data and research reports on International Commercial dispute prevention and settlement, strengthening information-based management and big data analysis of International Commercial cases, carrying out big data applications, producing publications, and establishing corresponding databases;

(5) nurturing and building a reserve of international legal talent, and establishing a team of experts with high ethical standards and excellent professional competence;

(6) signing memoranda of understanding, cooperation agreements or carrying out other relevant activities with institutions in accordance with laws, regulations, and international treaties;

(7) establishing regular communication and liaison mechanisms, promoting the exchange of experience and business cooperation with other commercial organizations, dispute settlement institutions, academic institutions, and think tanks around the world, and jointly maintaining a fair and orderly trading environment.

Where any item within the scope of business is subject to approval under laws, regulations, or other applicable provisions, it shall be carried out only after approval has been obtained in accordance with the law.

CHAPTER Ⅲ MEMBERSHIP

Article 6 Institutions may join ICDPASO as members.

Article 7 ICDPASO shall broadly admit members from relevant fields, and members whose place of registration is outside China shall, in principle, account for no less than one third of all members.

Institutions that comply with the Charter of ICDPASO and meet the following conditions may voluntarily apply to join ICDPASO as members:

(1) being lawfully established in the country or region of their domicile;

(2) having a scope of business related to the scope of business of ICDPASO;  

(3) being representative in the relevant field;

(4) supporting the Charter of ICDPASO;

(5) having the willingness to join ICDPASO;

(6) meeting other conditions deemed necessary by ICDPASO.

Article 8 The membership admission procedure is as follows:

(1) submission of a membership application;

(2) deliberation and approval by the Council;

(3) issuance of a membership certificate by the Council and public announcement thereof.

Article 9 ICDPASO’s members shall enjoy the following rights:

(1) the right to elect, to be elected, and to vote;

(2) the right to be informed of, make suggestions on, and oversee the work of ICDPASO;

(3) priority in participating in activities organized by ICDPASO and accessing services provided by ICDPASO;

(4) the freedom to join and withdraw from ICDPASO voluntarily;

(5) other rights available to members.

Article 10 Members shall perform the following obligations:

(1) complying with the Charter and various rules of ICDPASO;

(2) implementing the resolutions of ICDPASO;

(3) safeguarding the lawful rights and interests of ICDPASO;

(4) paying membership fees in accordance with the rules of ICDPASO;

(5) reporting relevant information to ICDPASO and providing relevant materials;

(6) not disclosing any confidential information of ICDPASO, except as otherwise provided by laws or regulations;

(7) actively cooperating with ICDPASO in carrying out its work and completing relevant tasks of ICDPASO;

(8) other obligations to be performed by members.

Article 11 Upon approval by vote of the Council, ICDPASO may take the following measures against members that violate laws, regulations, or this Charter:

(1) warning;

(2) suspension of membership rights;

(3) revocation of membership.

Article 12 Any member wishing to withdraw from ICDPASO shall provide ICDPASO with three months’ prior written notice.

Article 13 A member shall lose its membership upon confirmation by the Council under any of the following circumstances:

(1) it no longer meets the membership conditions;

(2) it fails to participate in ICDPASO activities as required for one year, and continues to absent themselves within the prescribed time limit after receiving a written notice;

(3) it fails to pay membership dues in accordance with regulations for one year, and remains in arrears within the prescribed time limit after receiving a written notice.

Article 14 Where a member loses its membership due to withdrawal, revocation of membership, or confirmation of loss of membership under Article 13, an announcement shall be made within the Council, and its corresponding positions, rights, and obligations in ICDPASO shall terminate.

CHAPTER IV ORGANIZATIONAL STRUCTURE

SECTION I THE GENERAL ASSEMBLY

Article 15 The General Assembly is the authority organ of ICDPASO. Its functions and powers are:

(1) formulating and amending the Charter;

(2) deciding on major matters such as the objectives and development plans of ICDPASO;

(3) formulating and amending the method for selecting Council members, the Leadership, and Supervisors, among which the method for selecting the Leadership shall be filed with the competent authorities;

(4) electing and removing Council members and Supervisors;

(5) formulating and amending membership fee standards;

(6) deliberating on the work reports and financial reports of the Council;

(7) deliberating on the work report of the Supervisors;

(8) deciding on matters concerning the change of name;

(9) deciding on matters with respect to termination;

(10) deciding on the method for creating honorary positions;

(11) deciding on other major matters.

Article 16 The General Assembly shall be held at least once every five years.

Members shall be notified of the agenda 30 days in advance.

The General Assembly for the change of term may be held in the form of an in-person meeting, or an online-offline hybrid. Other General Assemblies may be held in the form of in-person meetings, correspondence meetings, or a combination thereof. The voting period for a meeting held by correspondence shall be 10 working days. Voting shall be conducted by submitting responses via correspondence, and failure to respond shall be deemed as consent. To ensure the validity of resolutions of the General Assembly, meeting materials shall be delivered 10 working days in advance to the addresses, email addresses or other contact details designated by the members, so as to ensure that all members are informed of the matters to be decided.

Article 17 An interim General Assembly shall be convened upon proposal by the Council or by at least one-fifth of the members.

It shall be convened and presided over by the Chair of the Council. If the Chair of the Council is unable to perform this duty, one Vice Chair of the Council responsible for member affairs shall take charge; if that Vice Chair is unable to do so, this responsibility shall vest in the Secretary-General.

Article 18 The General Assembly shall be convened only if at least two-thirds of all members are present. Its resolutions shall take effect only if the following conditions are met:

(1) a resolution to formulate and amend ICDPASO’s Charter shall be passed by two-thirds or more of all members present;

(2) a resolution on change of name or termination of ICDPASO shall be passed by two-thirds or more of all members present;

(3) the election of Council members and Supervisors shall be determined according to the number of votes received, provided that each person elected shall receive votes from no less than one-half of the members present;

(4) a resolution on the removal of Council members and Supervisors shall be passed by a vote of half or more of all members present;

(5) a resolution on formulating or amending membership fee standards shall be passed by secret ballot, with the affirmative votes of half or more of all members present;

(6) other resolutions shall be passed by a vote of half or more of all members present.

SECTION II THE COUNCIL

Article 19 The Council is the executive body of the General Assembly. It shall be elected by the General Assembly from among the members and, when the General Assembly is not in session, shall lead ICDPASO in carrying out its work and be accountable to the General Assembly. The Secretary-General shall be an ex officio member of the Council.

The number of Council members shall generally not exceed one-third of the total number of members.

Council members shall not receive remuneration from ICDPASO, except where they are employees of ICDPASO and have entered into labor contracts with ICDPASO.

Article 20 Council members shall meet the following qualifications:

(1) being enthusiastic about participating in the work of ICDPASO and actively supporting the development of International Commercial dispute prevention and settlement;

(2) having a high professional reputation or management experience in the fields of international commerce, law, dispute prevention, and dispute settlement;

(3) having strong organizational, coordination, deliberation, and decision-making capabilities.

Article 21 The election and removal of Council members shall be conducted as follows:

(1) the first Council shall be jointly nominated upon consultation by the initiators and the members at the time of application for its establishment and, upon approval by the competent authorities, and elected by the General Assembly;

(2) upon the change of term of the Council, the Council shall, three months before the convening of the General Assembly, make nominations and establish an election committee composed of representatives of the Leadership, Council members, Supervisors, and members. Under the leadership of the Council, the committee shall be responsible for the specific arrangements of the term-change election;

The election committee shall be responsible for formulating the term-change plan, consulting on and nominating candidates for Council members and for the Leadership, and submitting to the competent authorities for review two months before the convening of the General Assembly. Where candidates for the Leadership are to be consulted on and nominated in connection with an interim adjustment during the term, such candidates shall be submitted to the competent authorities for review and approval before an election meeting may be convened;

The General Assembly shall be convened in accordance with this Charter to elect or remove Council members.

(3) when the General Assembly is not in session and it is genuinely necessary to add or remove certain Council members, the matter may be submitted to the Council for deliberation. The number of Council members added or removed during a term shall not exceed one-fifth of the original total number of Council members.

Article 22 Each institution serving as a Council member shall designate a representative to perform the duties of a Council member. Any change in the representative of an institution as Council member shall be notified to ICDPASO in writing by that institution.

Article 23 Council members shall be entitled to the following rights:

(1) the right to elect and be elected, and to vote within the Council;

(2) the right to be informed of, make suggestions on, and supervise the work, financial position, and major matters of ICDPASO;

(3) the right to participate in formulating important internal management rules and to provide comments and suggestions;

(4) the right to propose to the Chair or the Council that an interim Council meeting be convened.

Article 24 Council members shall comply with laws, regulations, and this Charter, perform their duties faithfully and diligently, and fulfill the following obligations:

(1) attending Council meetings and implementing Council resolutions;

(2) exercising the lawfully conferred powers prudently, conscientiously, and diligently, and performing duties with the degree of care that Council members ordinarily should exercise for the best interests of ICDPASO;

(3) not exercising powers beyond the scope of their duties;

(4) not using their powers as Council members to seek improper benefits;

(5) not engaging in any activities detrimental to the lawful interests of ICDPASO;

(6) not disclosing confidential information concerning ICDPASO obtained during their term of office, except as otherwise provided by laws or regulations;

(7) accepting the lawful supervision and reasonable recommendations of the Supervisors regarding the performance of their duties.

Article 25 The functions and powers of the Council are:

(1) implementing the resolutions of the General Assembly;

(2) electing and removing the Leadership, and deliberating on matters with respect to changes to the legal representative;

(3) reporting on work and financial position to the General Assembly;

(4) deliberating on annual work reports, work plans, financial budgets, and final accounts;

(5) preparing for the convening of the General Assembly and being responsible for the term-change election;

(6) formulating important internal management rules;

(7) deciding on the establishment, alteration, and termination of branches, representative offices, executive offices, operational entities, and other subordinate institutions, and leading the work of subordinate institutions;

(8) deciding on candidates for honorary positions;

(9) deciding on the appointment of Deputy Secretaries-General and principal the Leadership of subordinate institutions;

(10) deciding on rules for personnel appraisal and remuneration management of ICDPASO;

(11) deliberating on matters relating to changes in activity funds;

(12) deliberating on matters such as changes of domicile that do not require amendments to the Charter;

(13) proposing a motion for the termination of ICDPASO;

(14) deciding on other major matters.

Article 26 The term of the Council shall be five years.

If, under special circumstances, an earlier or deferred change of term is necessary, it shall be approved by a vote of at least two-thirds of all Council members, submitted to the competent authorities for review and approval, and thereafter a written report shall be filed with the registration authority. Such an earlier or deferred change shall not exceed one year.

Article 27 A Council meeting shall be convened only if at least two-thirds of all Council members are present. Its resolutions shall take effect only upon approval by half or more of the Council members present.

The following matters shall, however, take effect only upon approval by at least two-thirds of the Council members present:

(1) removing the Leadership;

(2) proposing a motion for change of name;

(3) proposing a motion to amend the Charter;

(4) proposing a motion for the termination of ICDPASO.

Article 28 Council meetings shall be attended by Council members in person. If a Council member is unable to attend for any reason, the institutional member may authorize in writing its own personnel or another Council member to attend on its behalf, and the authorized person shall exercise the powers of a Council member within the scope specified in the written authorization. Each Council member may accept only one authorization.

A Council member who fails to attend Council meetings for three consecutive times without justified reason, or for a total of three times during a term, and still fails to attend Council meetings after being reminded by written notice, shall automatically cease to be a Council member.

Article 29 The Council shall hold at least one meeting each year. Under special circumstances, the meeting may be held by correspondence. The following matters shall not be decided through any means of communication other than video conference:

(1) adjustments to the Leadership;

(2) proposing a motion for the termination of ICDPASO;

Article 30 An interim Council meeting shall be convened upon proposal by the Chair, at least one-fifth of the Council members or Supervisors.

The interim Council meeting shall be convened and presided over by the Chair. If the Chair is unable to convene and preside over the interim Council meeting, one Leader of ICDPASO shall be selected by the Council members or the Supervisors who make such a proposal to convene and preside over the meeting.

SECTION Ⅲ LEADERSHIP

Article 31 The Leadership of ICDPASO shall consist of one Chair, one to three Vice Chairs, and one Secretary-General.

Article 32 The Leadership of ICDPASO shall meet the following qualifications:

(1) possessing relevant professional knowledge, experience, and capabilities, being familiar with ICDPASO’s fields of business, and having significant influence in such fields;

(2) abiding by laws and regulations and being able to perform duties faithfully and diligently;

(3) being in good health and able to perform duties normally; the Secretary-General shall serve on a full-time basis and have Chinese nationality;

(4) having full civil capacity;

(5) not falling under any disqualifying circumstances provided by Chinese laws, regulations, or relevant state provisions.

Where a Leader no longer meets the qualifications for office during his or her term, he or she shall be removed in accordance with the prescribed procedures.

The positions of Chair and Secretary-General shall not be held by the same person.

Article 33 The Chair, Vice Chairs, and Secretary-General shall be elected from among the Council members.

The election of the Leadership shall be conducted by secret ballot. The persons elected shall be determined according to the number of votes received, provided that no person shall be elected with fewer than one-half of the total votes.

Article 34 The term of office of ICDPASO Leadership shall be the same as that of the Council. In principle, no person may serve in the same position for more than two consecutive terms. If, under special circumstances, it is necessary to extend a term, the extension shall be approved by at least two-thirds of all Council members and, after review and approval by the competent authorities, filed with the registration authority.

Article 35 The legal representative of ICDPASO shall be the Secretary-General. The legal representative shall sign relevant important documents on behalf of ICDPASO.

The legal representative of ICDPASO shall not concurrently serve as the legal representative of another social organization.

Article 36 Where a Leader serving as the legal representative is removed from or leaves his or her office, ICDPASO shall, within 20 days after a new legal representative is determined in accordance with the prescribed procedures, report to the competent authorities for review and approval and apply to the registration authority for registration of the change.

If the original legal representative refuses or is unable to cooperate in handling the registration of change of the legal representative, ICDPASO may, on the basis of a valid Council resolution approving the change, have a new legal representative sign the application and, after obtaining the approval of the competent authorities, apply to the registration authority for registration of the change.

Article 37 The Chair shall perform the following duties:

(1) convening and presiding over meetings of the General Assembly and the Council;

(2) inspecting the implementation of resolutions of the General Assembly and the Council;

(3) reporting on work to the General Assembly and the Council;

(4) taking overall responsibility for the work of ICDPASO;

(5) nominating candidates for Secretary-General;

(6) exercising other powers that shall be exercised by the Chair.

The Chair shall report annually on the performance of duties to the Council.

If the Chair is unable to perform his or her duties, one Vice Chair shall be elected by the Council to act on his or her behalf. If that Vice Chair is unable to perform the duties, the Secretary-General shall perform such duties on his or her behalf.

Article 38 The Secretary-General shall perform the following duties:

(1) coordinating the work of various institutions;

(2) organizing the executive offices to carry out daily work;

(3) nominating Deputy Secretaries-General and principal the Leadership of subordinate institutions and submitting such nominations to the Council for its decision;

(4) deciding on the hiring of full-time staff;

(5) handling other daily affairs.

Article 39 The General Assembly and the Council shall prepare meeting minutes and meeting records. Where resolutions are adopted at a meeting, written resolutions shall also be prepared, and Council resolutions shall further be confirmed by the members present. Meeting minutes, meeting records, and meeting resolutions shall be made available for members’ inspection and preserved for at least 30 years.

Changes in Council members, the Leadership, and Supervisors shall be promptly communicated to the members by appropriate means.

SECTION IV SUPERVISORS

Article 40 ICDPASO shall have one to two Supervisors. The term of office of the Supervisors shall be the same as that of the Council members and may be renewed upon expiry. At least one Supervisor shall have Chinese nationality.

The competent authorities may, as duty performance requires, appoint Supervisors to ICDPASO for the purpose of supervision and guidance.

Article 41 Supervisors of ICDPASO shall not concurrently serve as the Leadership, Council members, the Leadership of subordinate institutions, financial management personnel, or its staff, and shall not have close kinship with any of the foregoing persons or come from the same institution. Supervisors shall not hold any other position in ICDPASO.

Article 42 The Supervisors shall exercise the following powers:

(1) attending Council meetings as non-voting participants and raising inquiries or suggestions regarding resolution items;

(2) supervising the conduct of Council members and the Leadership in performing their duties for ICDPASO; requiring Council members and the Leadership to submit reports on the performance of duties; and proposing the removal of persons who seriously violate this Charter or the resolutions of the General Assembly;

(3) inspecting the financial reports of ICDPASO, reporting on the work of the Supervisors to the General Assembly, and submitting proposals;

(4) requiring prompt rectification of conduct by the Leadership, Council members, and financial management personnel that harms the interests of ICDPASO;

(5) reporting problems in the work of ICDPASO to the competent authorities, the registration authority, or the tax and accounting authorities;

(6) deciding on other matters to be deliberated by the Supervisors.

Article 43 Supervisors shall comply with relevant Chinese laws and regulations as well as this Charter, and shall perform their duties faithfully and diligently.

Article 44 Supervisors may investigate the activities carried out by ICDPASO. When necessary, they may engage accounting firms or other entities to assist in their work. ICDPASO shall provide the Supervisors with the necessary conditions for exercising their powers and bear the expenses necessary for the exercise of such powers.

SECTION V BRANCHES AND REPRESENTATIVE OFFICES

Article 45 For the performance of its duties, ICDPASO may establish branches and representative offices within the scope of its purposes and business.

Branches and representative offices are components of ICDPASO as they carry out activities within the scope authorized by ICDPASO, and ICDPASO assumes legal liability for their actions. Branches are established based on such factors as membership composition and business categories. Representative offices are established, based on the authorization of ICDPASO, to represent ICDPASO in carrying out liaison, exchange, research, and other activities outside its domicile.

Article 46 Where ICDPASO establishes branches and representative offices within the mainland of China, such establishment shall be managed in accordance with relevant Chinese provisions.

Article 47 Where ICDPASO establishes branches and representative offices outside the mainland of China, the matter shall be submitted to the competent authorities or the entity responsible for foreign affairs administration for approval after deliberation by the Council.

Article 48 The branches and representative offices of ICDPASO shall comply with the laws and regulations of China and of other countries or regions where they conduct activities, and respect local customs and practices.

SECTION VI INTERNAL MANAGEMENT RULES AND DISPUTE SETTLEMENT MECHANISMS

Article 49 ICDPASO shall establish and improve its internal management rules and procedures, including:

(1) membership administration rules;

(2) membership fee administration rules;

(3) financial management system;

(4) asset management system;

(5) internal control system; and

(6) personnel appraisal and remuneration management system.

Article 50 The remuneration management system established by ICDPASO shall be disclosed within an appropriate scope and subject to democratic supervision.

Article 51 ICDPASO shall prepare registers of its members, Council members, and the Leadership, and properly keep certificates, seals, archives, documents, and other articles and materials at the domicile of ICDPASO and at qualified storage facilities designated by ICDPASO. No entity or individual may illegally seize or occupy them. Relevant staff shall complete handover procedures with the receiving personnel when transferring to another post or leaving office.

Article 52 If any certificate or seal of ICDPASO is lost, ICDPASO shall, upon approval by at least two-thirds of all Council members, publish a loss declaration in a publicly circulated newspaper or periodical and apply for reissuance or re-engraving in accordance with relevant provisions. If any such certificate or seal is illegally seized or occupied by an individual, ICDPASO shall demand its return through legal channels.

Article 53 ICDPASO shall establish and improve an information disclosure system and disclose necessary information to its members and the public in a timely manner.

Article 54 ICDPASO shall establish mechanisms for democratic consultation and internal dispute settlement. If internal disputes cannot be settled through consultation, they may be settled through mediation, litigation, or other means in accordance with Chinese laws and regulations.

CHAPTER V PRINCIPLES OF FINANCIAL AND ASSET MANAGEMENT

Article 55 Sources of ICDPASO’s income are as follows:

(1) membership fees;

(2) donations;

(3) income from activities carried out or services provided within the approved scope of business;

(4) interest;

(5) grants; and

(6) other lawful income.

Article 56 ICDPASO shall formulate membership fee standards and collect membership fees in accordance with the relevant provisions of its country of registration.

Article 57 Except for reasonable expenditures relating to ICDPASO, all income of ICDPASO shall be used within the scope of business prescribed by this Charter.

Article 58 ICDPASO shall, in accordance with the Accounting Law of the People’s Republic of China, the Accounting System for Non-governmental Nonprofit Organizations, and other relevant laws and regulations, establish and improve its financial management system, be equipped with accounting personnel, and implement accounting supervision in accordance with laws and regulations.

Article 59 ICDPASO’s asset management shall comply with the asset and financial management rules prescribed under Chinese law and subject to the supervision of the General Assembly and relevant authorities.

Article 60 Major allocation, use, and disposal of ICDPASO’s assets shall be submitted to the General Assembly or the Council for deliberation.

Article 61 Where the Leadership, Council members, or relevant personnel breach their duties of loyalty and diligence and thereby inflict losses upon ICDPASO, they shall bear personal liability in accordance with relevant provisions.

Article 62 A financial audit shall be conducted before the change of term of ICDPASO or before the change of its legal representative.

Article 63 All assets of ICDPASO, and any appreciation thereof, shall belong to ICDPASO. No entity or individual may unlawfully occupy, privately divide, or misappropriate such assets, nor may such assets be distributed among members.

Article 64 ICDPASO shall practice thrift, reduce unnecessary expenditures, and make full and efficient use of organizational property.

CHAPTER VI PROCEDURES TO AMEND THE CHARTER

Article 65 Amendments to this Charter shall be passed by the Council and then submitted to the General Assembly for deliberation.

Article 66 Amendments to this Charter shall take effect only upon the review and approval of the competent authorities and upon the approval of the registration authority as the amendments thereof shall be reported to the competent authorities within 30 days after they are passed by at least two-thirds of the members present at the General Assembly.

CHAPTER VII TERMINATION PROCEDURES AND DISPOSAL OF PROPERTY

Article 67 A motion for the termination of ICDPASO shall be proposed by the Council and submitted to and passed by vote of the General Assembly.

Article 68 Prior to the termination, a liquidation organization shall be established under the guidance of the competent authorities in accordance with law to settle claims and debts and handle post-dissolution matters. During the liquidation period, ICDPASO shall not conduct any activity other than liquidation.

Article 69 Under the supervision of the competent authorities and the registration authority and in accordance with relevant Chinese provisions, the residual property of ICDPASO after liquidation shall be used to develop undertakings related to the purposes of ICDPASO, or donated to social organizations with similar purposes that are registered in China.

Article 70 ICDPASO shall be terminated upon completion of the deregistration procedures with the registration authority.

CHAPTER Ⅷ WORKING LANGUAGES

Article 71 The working languages of ICDPASO are Chinese and English. In case of any discrepancy, the Chinese text shall prevail.

CHAPTER IX SUPPLEMENTARY PROVISIONS

Article 72 This Charter was adopted by vote at the 2nd General Assembly on June 24, 2026.

Article 73 The power to interpret this Charter shall vest in the Council of ICDPASO.

Article 74 This Charter shall take effect on the date it is approved by the registration authority.
