Haikou, September 14, 2026 - a delegation led by Jason CHIA, Secretary-General of the International Commercial Dispute Prevention and Settlement Organization (ICDPASO), visited the First Intermediate People’s Court of Hainan Province and the First International Commercial Court of Hainan Free Trade Port, where they held discussions with LI Xueru, Vice President of the Court, and other representatives.
During the meeting, Secretary-General Jason CHIA introduced ICDPASO’s background, development, and principal areas of work. He noted that, with dispute prevention as a distinctive feature, ICDPASO has established a one-stop commercial dispute prevention and resolution service system encompassing prevention, mediation, arbitration, and other mechanisms. ICDPASO also conducts research on international commercial rules and advances the integrated practice of law and business, with a view to providing professional, efficient, and accessible dispute prevention and resolution services to commercial entities worldwide.
During the meeting, Vice President LI Xueru introduced the “1+2+N” operational mechanism of the Hainan Free Trade Port International Commercial Dispute Resolution Center. It was officially launched in June 2024 and is operated by the First International Commercial Court of the Hainan Free Trade Port. Its aim is to introduce international commercial arbitration institutions and international commercial mediation organizations to establish an efficient, convenient, fair, and authoritative mechanism for resolving international commercial disputes.
The two sides held in-depth discussions on the development of diversified mechanisms for resolving international commercial disputes, the coordination between litigation and other dispute resolution mechanisms such as mediation and arbitration, the prevention of international commercial disputes at source, as well as efforts to support the rule of law and the development of an international business environment in the Hainan Free Trade Port.
Both sides expressed their willingness to further strengthen communication and exchanges, leverage their respective professional strengths in international commercial adjudication and commercial dispute prevention and resolution, explore collaborative mechanisms for diversified dispute resolution, and jointly enhance the effectiveness of international commercial dispute prevention and resolution, thereby providing stronger rule-of-law support for high-standard opening-up and the development of the Hainan Free Trade Port.
LONG Shujuan and LU Jinghua, Deputy Chief Judges of the First International Commercial Court of Hainan Free Trade Port, YANG Zhaoying, Director of the General Affairs Department of ICDPASO, and other representatives attended the meeting.
