Focusing on Legal and Business Integration to Support Enterprises Going Global — Sub-Topic Session of the Sixth Forum of Maritime Silk Road Legal Services District Successfully Held

Xiamen, September 8, 2026 - The Sixth Forum of Maritime Silk Road Legal Services District this morning held discussions in three breakout venues respectively on the sub-topics of “International Commercial and Maritime Dispute Resolution & High-Quality Development of the Maritime Economy”, “Innovative Services of Legal and Business Integration for Enterprises Going Global”, and “Building an Innovative Digital Ecosystem for Political and Legal Affairs”.
Mr. Jason CHIA, Secretary-General of the International Commercial Dispute Prevention and Settlement Organization (ICDPASO), moderated Sub-Topic 2, “Innovative Services of Legal and Business Integration for Enterprises Going Global”. Participants in the discussion included Mr. HUANG Xiwu, Second-Class Senior Judge of the Fourth Civil Division, Supreme People’s Court; Mr. KHLOK Dara, General Director of the General Department of International Affairs and Justice Development of the Ministry of Justice of Cambodia, and Deputy General Secretary of the General Secretariat of the Steering Committee for Judicial Reform of Cambodia; Mr. WANG Zhengzhi, Managing Partner of Beijing Gaowen Law Firm and Chair of the Intellectual Property Committee, All China Lawyers Association; Mr. LIU Yuheng, Head of the Maritime Silk Road Extraterritorial Law Ascertainment Center; Ms. Kamonchanok Katinasamit, Executive Director of the Thai Arbitration Institute; Mr. Quek Ngee Meng, Director of the Malaysia-China Business Council (a member of ICDPASO); Mr. ZHENG Mengyuan, Director of Dispute Resolution, Contemporary Amperex Technology Co., Limited (CATL); Mr. LUO Decai, General Counsel, Chief Compliance Officer, and General Manager of the Legal and Compliance Department of China Copper Corporation; Mr. GAO Huandong, Global General Counsel of Midea Group; and Mr. ZHANG Xuechun, Editor-in-Chief of Law Press.
The guests exchanged views on the development of the foreign-related judicial safeguard system, the alignment and innovation of international economic and trade rules, foreign-related legal services for enterprises going global, and the development of legal and business integration. Mr. Jason CHIA said that ICDPASO upholds a principle of prioritizing dispute prevention and, drawing on its network of 57 members worldwide, is working to build a one-stop, full-chain legal service system for commercial disputes that integrates “prevention–mediation–arbitration”. Through diverse dispute-prevention tools such good offices and consultation, and neutral evaluation, ICDPASO promotes the resolution of disputes at source and provides convenient, independent, efficient and reliable dispute prevention and settlement services for market participants worldwide, thereby supporting enterprises in their international operations.
The discussion brought together professional strengths from various legal and business communities, focused on the legal needs of enterprises going global, and helped enterprises to improve cross-border risk prevention and control system, and promote high-quality development of economic and trade cooperation along the Maritime Silk Road.
