Lanzhou, July 8, 2026 - The Belt and Road International Commercial Legal Cooperation and Central Asia Trade and Investment and Cross-Border Dispute Resolution (The Yellow River) Dialogue was held successfully in Lanzhou. Centered on the theme of “Deepen Mutual Trust in the Rule of Law and Jointly Build a Law-Based Silk Road”, this dialogue was hosted by the International Commercial Dispute Prevention and Settlement Organization (ICDPASO), the Counselors’ Office of the People’s Government of Gansu Province and the China Council for the Promotion of International Trade (CCPIT) Gansu Provincial Committee.
The Opening Ceremony was presided over by Mr. SHENG Yunfeng, Chairman of CCPIT Gansu Provincial Committee. Mr. SHANG Xunwu, Vice Chairman of Gansu Provincial Committee of Chinese People’s Political Consultative Conference, Mr. HE Maochun, Counselor of the State Council and Director of the Research Center for Economic Diplomacy Studies of Tsinghua University, and Mr. Jason CHIA, Secretary-General of ICDPASO, attended the ceremony and delivered remarks. Mr. Jason CHIA noted that ICDPASO and CCPIT Gansu Provincial Committee have built a solid cooperative foundation in organizing brand event and providing commercial legal services for enterprises. By leveraging its two core functions of providing one-stop and full-chain commercial dispute resolution services and participating in the formulation of international rules, ICDPASO will support Gansu Province in integrating into the New International Land-Sea Trade Corridor and provide strong legal guarantees for jointly promoting the high-quality development of the Belt and Road Initiative and creating a first-class law-based business environment.
During the event, ICDPASO, Astana International Financial Centre Court (AIFC Court) and Astana International Arbitration Centre (IAC) jointly released the Declaration on Establishing Commercial Dispute Resolution Cooperation Mechanism. This landmark outcome follows the Memorandum of Understanding signed by the three parties in April this year, and stems from in-depth consultations on topics including the diversified resolution mechanism for China-Kazakhstan cross-border commercial disputes, rule coordination, and talent cultivation.
In keynote speech session, Mr. HUO Zhengxin, Professor from the School of International Law of China University of Political Science and Law, Vice President of the China Society of Private International Law, Mr. Makhsudali Saydullaev, Deputy Director of the Representative Office of the Ministry of Investments, Industry and Trade of the Republic of Uzbekistan in China, First Secretary of the Embassy of Uzbekistan in China, Mr. SHI Yucheng, Vice President of Gansu University of Political Science and Law, and Ms. YANG Yani, Assistant Dean of School of Law of Lanzhou University, shared their ideas towards the theme. Besides, the dialogue also set two Salon Discussion Panels: “Diversified Dispute Prevention and Resolution (Establishment of Compliance and Risk Prevention and Control System for Trade and Investment between China and Central Asia)” and “Diversified Resolution Mechanisms and Practical Exploration for Cross-Border Cultural Relics Disputes”.
The dialogue attracted more than 200 participants from international organizations, government departments, commercial associations, enterprises, universities and legal services agencies of various countries.
