The 14th Mainland, Hong Kong and Macao Legal Seminar Successfully Held in Xiamen

Xiamen, May 28, 2026 - The 14th Mainland, Hong Kong and Macao Legal Seminar was successfully held in Xiamen. The seminar was jointly hosted by the China Law Society, the Department of Justice of the Government of the Hong Kong Special Administrative Region, and the Secretariat for Administration and Justice of the Government of the Macao Special Administrative Region. It was undertaken by the Secretariat of the International Commercial Dispute Prevention and Settlement Organization (ICDPASO), Xiamen Law Society, and Maritime Silk Road Legal Affairs Office, Xiamen. Under the theme of “Deepening Rule-of-Law Cooperation among the Mainland, Hong Kong and Macao to Serve the High-Quality Joint Development of the Maritime Silk Road”, the seminar featured three topics: “Cooperation in Legislation, Enforcement, Justice, and Legal Talent Development among the Mainland, Hong Kong and Macao”, “Research on Legal Issues in Key Areas in Mainland, Hong Kong and Macao”, and “Empowering the High-Quality Joint Development of the Maritime Silk Road through Rule-of-Law Coordination”.

Mr. YANG Guohao, Secretary of the Party Leadership Group and Chairman of the Standing Committee of Xiamen Municipal People’s Congress; Mr. HUANG Haikun, Deputy Secretary of the Party Leadership Group and Vice Chairman of the Fujian Provincial Committee of the Chinese People’s Political Consultative Conference, and President of Fujian Law Society; and Mr. WANG Hongxiang, Secretary of the Party Leadership Group and Executive Vice President of the China Law Society, attended the opening ceremony and delivered remarks. Mr. WONG Sio Chak, Secretary for Administration and Justice of the Government of the Macao Special Administrative Region, and Mr. Paul Lam Ting-kwok, Secretary for the Department of Justice of the Government of the Hong Kong Special Administrative Region, delivered remarks via video. Mr. JING Hanchao, Member of the Party Leadership Group, Vice President and Secretary-General of the China Law Society, presided over the opening ceremony and delivered the closing remarks.

Mr. Jason CHIA, Secretary-General of ICDPASO, was invited to attend the seminar and shared his views on deepening the coordinated protection of intellectual property rights. He noted that, from the perspective of a non-governmental international organization (INGO), governance of intellectual property disputes should prioritize prevention and make full use of dispute prevention tools, including ascertainment of foreign law, so as to resolve cross-border intellectual property disputes at source.

Mr. Jason CHIA stated that ICDPASO stands ready to leverage its two core functions — providing “prevention-oriented” one-stop dispute resolution services and participating in the formulation of international rules integrating law and commerce — to support the Mainland, Hong Kong and Macao in deepening rule-of-law coordination across multiple dimensions, including institutional improvement, practical innovation and talent development, improving the service system, thereby contributing rule-of-law strength to the high-quality joint development of the Maritime Silk Road.

The seminar brought together more than 150 participants, including government officials, experts, scholars and legal practitioners from the Mainland, Hong Kong and Macao, who exchanged views and shared insights on pressing and complex legal issues.
