ICDPASO Secretariat Conducted Research Visit to Xiamen: Joining Hands with All Parties to Promote High-Quality Integration of Law and Business

Xiamen, April 16-17, 2026 - Ms. YANG Zhaoying, Director of General Affairs Department of the International Commercial Dispute Prevention and Settlement Organization (ICDPASO), led a research visit to Xiamen, focusing on deepening institutional cooperation and promoting the high-quality integration of law and business.

During the meeting with the Xiamen Free Trade Zone Administration Committee, Deputy Director CHEN Guoqiang expressed his support and expectations for ICDPASO’s role. The two sides held in-depth exchanges on topics including the development of foreign-related rule of law in the Pilot Free Trade Zone, the supply of cross-border legal services, and rule innovation, and explored collaborative service models. Mr. WU Shengjun, Deputy Director of the Bureau of Coordinated Supervision and Law Enforcement (Bureau of Emergency Management), attended the discussion.

During the visit to School of Law at Xiamen University, Ms. HE Lixin, Secretary of the Party Committee of School of Law, introduced the achievements and strengths of the School. The two sides reached consensus on cooperation in areas including sharing expert resources, cultivating foreign-related legal talents, and co-hosting events. Ms. HAN Xiuli, Vice Dean of the School of Law, and Mr. GONG Yu, Director of the International Law Teaching and Research Office, participated in the discussion.

During discussions with the Foreign-Related Maritime Tribunal of Xiamen Maritime Court, Mr. CHEN Yanzhong, Chief Judge of the Tribunal, and Ms. YANG Zhaoying held in-depth talks on the diversified resolution of foreign-related maritime and commercial disputes, and the judicial confirmation of the validity of arbitration clauses.

During the meeting with Xiamen Federation of Industry and Commerce, Vice Chairman QIU Jiahai introduced the functions and work of the federation. The two sides fully exchanged views on topics including serving the cross-border operations of private enterprises and establishing a collaborative mechanism for dispute prevention.

In addition, Ms. YANG Zhaoying held extensive discussions with Ms. YOU Yuhong, Secretary-General of the China Council for the Promotion of International Trade (CCPIT) Xiamen Sub-Council, and Mr. ZHENG Zhenwei, Head of the Comprehensive Coordination Group of Maritime Silk Road Legal Affairs Office, Xiamen. The discussions focused on strengthening coordination in co-hosting events, building joint brands, and resolving cross-border disputes for enterprises.

Through this research visit, ICDPASO has gained a more comprehensive and in-depth understanding of Xiamen’s opening-up layout, development of foreign-related law system, and enterprises’ demands for cross-border legal services. Next, ICDPASO will deepen all-round cooperation with various institutions in Xiamen, continue to leverage the strengths of its international organization platform and its one-stop, full-chain capabilities in dispute prevention and resolution, to safeguard enterprises’ cross-border investment and trade, and provide solid legal support for higher-level opening-up.
