ICDPASO Secretary-General Invited to Attend the Seminar on Legal Risks and Dispute Resolution in Cross-Border Licensing of Innovative Pharmaceuticals

Beijing,April 11, 2026 - the special seminar on “Legal Risks and Dispute Resolution in Cross-Border Licensing of Innovative Pharmaceuticals” was successfully held. The seminar was hosted by the School of Law-Based Government, China University of Political Science and Law (CUPL) and the Academy for the Foreign-Related Rule of Law, CUPL / Institute of Arbitration, CUPL, and co-organized by the International Commercial Dispute Prevention and Settlement Organization (ICDPASO) and other entities. The seminar focused on cutting-edge legal issues arising in the global expansion of Chinese innovative pharmaceutical enterprises, including regulatory compliance, intellectual property protection, cross-border data transfer, and diversified dispute resolution. It aimed to bring together the professional wisdom of academia, legal practice, and industry to explore new pathways for the prevention and resolution of international commercial disputes in the field of innovative drugs. Mr. Jason CHIA, Secretary-General of ICDPASO, was invited to attend and deliver the opening remarks.


In his speech entitled “New Pathways for the Prevention and Resolution of International Commercial Disputes in the Innovative Drug Sector,”Secretary-General Jason CHIA elaborated on the strategic value of dispute prevention and resolution mechanisms in supporting the high-quality international expansion of China’s biopharmaceutical industry. He emphasized that, in the face of increasingly prominent structural risks in cross-border licensing of innovative drugs—such as disagreements over contract performance, frictions over data compliance, and blurred boundaries between intellectual property protection and antitrust regulation—a professional, efficient, and internationalized dispute prevention and resolution system is of vital importance for maintaining the stability and predictability of global R&D cooperation and safeguarding the core commercial interests of enterprises. Secretary-General Jason CHIA also shared ICDPASO’s latest practice in building an integrated “prevention-mediation-arbitration” service chain in the innovative drug sector. He pointed out that dispute prevention should become a forward-looking strategic option in enterprises’ global market planning, and that ICDPASO will continue to promote the formation of a new ecosystem for the international commercial governance of innovative drugs through rule innovation, platform building, and capacity development, featuring multi-party collaboration and diversified co-governance.


The seminar featured two core sessions: “Supportive Policies and Regulatory Practice for Innovative Drugs” and “Legal Risks and Dispute Resolution in Cross-Border Licensing of Innovative Drugs.” Participating experts engaged in in-depth discussions on topics including regulatory compliance in the overseas expansion of innovative drugs, price disclosure rules, intellectual property risk prevention, legal compliance in cross-border data transfer, antitrust regulation, and diversified dispute resolution mechanisms. The seminar brought together experts, scholars, and leading practitioners from institutions including the National Medical Products Administration, CIETAC, BAC/BIAC, Yale University, Peking University, Nankai University, China University of Political Science and Law, Beijing University of Chinese Medicine, as well as well-known domestic and international law firms and pharmaceutical enterprises.
